A man of rare intellectual gifts and elegant culture.
He was elected a member of the Legislature and later Governor of Maryland. At the expiration of his term as governor he returned to "Kingston Hall" where he continued to live until he removed to Dorchester County in 1840. The estate was purchased at this time by a member of the distinguished Dennis family of Somerset, a friend and neighbor of Governor Carroll, remaining in the possession of his descendants for a great many years.
